SAM is not a one-off project, nor is it an easy process to implement in an organization. Many of the reasons it is difficult and expensive to implement a SAM program have to do with the fact that software publishers and SAM tool providers have not defined standards that everyone can work to. The ISO/IEC 19770-2 standard is a first step in the right direction of making SAM easier, less expensive and significantly less resource intensive.
